I think this is more well rounded than the first.. it trades the 2 devildogs for the inquisitorial stormtroopers. Though the rhinos lose 1 AV front and side compared to the devildogs (and speed) they're still a threat once anything happens to them. The stormtroopers can bail out and fire still plus they're scored.
Also one meltagun was dropped on the command HQs to add a flamer to each - this makes up for the lost heavy flamers.
Grenade launchers can be used on the vet squads instead of the flamers as they'll allow them to contribute more from range.
